AS OF MARCH 31, 2017, it is required that the pet owner, who is moving to the UK, from a non-EU country (like Canada) completes this online HM Revenue & Customs document APPLICATION FOR TRANSFER OF RESIDENCE (ToR) RELIEF (ToR01). You want to select the online document: 'Apply using the postal form', answer the several pages of questions, and provide the copies of required documentation. COMMERCIAL SHIPMENTS are those shipments of more than 5 pets, &/or those shipments of pets where the owner does not fly within 5 days of their pet(s), &/or those shipments where the shipper is not the receiver. There is more cost to receive Commercial Shipments in England. Commercial documentation, and procedures are more complex.
NON-COMMERCIAL SHIPMENTS are those pet shipments where the owner will be flying 5 or less pets, within 5 days of their pet(s) - as proved by the purchased seat ticket. Owners can fly anywhere in the UK to qualify, but pets must fly only to a very few UK destinations.

AS OF JANUARY 1ST, 2015 there is no quarantine in to the UK; however, the vet work, and the certificates detailing that work, are very precise what is to be done, when it is to be done, and how it has to be presented on those vet certificates.
